I installed tomcat 4.0.6 and replaced my references to the jakarata-tomcat directory with a symbolic link. Now I can switch back and forth between version 4.0.6 and 4.1.12. This has revealed that with 4.0.6, there are no problems. It is 4.1.12 specific.

If anyone has tried 4.1.12 and had success, let me know. I haven't looked at the change logs on the tomcat site yet, but I'll do that to see if I can figure out what caused this to break.
